摘要
教育公平是社会公平的基础,而基础教育公平又是整个教育公平的基础,是实现高等教育大众化的基础。鉴于现有的许多基础教育不公现象是由于现行的制度、体制引起的,以及基础教育的纯公共产品特性,政府对于促进基础教育公平肩负着义不容辞的责任。要促进基础教育公平,政府需要改革现有的教育体制;加大对基础教育阶段的整体投入,并建立规范的基础教育财政转移支付制度;加强对基础教育工作的管理。
Education fairness is the basis for social fairness and basic education fairness is the basis of the overall education fairness and the basis to popularize higher education. In view of many unfairness existed in basic education due to the current policies and system as well as the basic education’s attribute of public products, government takes duty-bound responsibility in promoting basic education fairness. To promote it, government should reform the current education system, increasing the overall input to the stage of basic education, establish standard policy for basic education finance transfer payment and stressing the management of basic education.
