摘要
选取国内近年完成的区域环境影响评价(REIA)与环境规划案例,评估了近年来 REIA 的有效性及环境规划的有效性。结果表明,当前 REIA 实践存在难以定量评估开发的社会经济影响等问题。并从可持续发展战略、技术方法等方面提出了改进 REIA 与环境规划有效性的建议。
33 cases in regional environmental impact assessment （REIA） and environmental planning are selested in China. l0 indexes are applied to evaluate REIA effectiveness,and 7 indexes are applied to evaluate environmental effectiveness in the past few years. Results indicate that there are some deficiencies in REIA and environmental planning cases,etc. In the end,some suggestions to improve REIA and environmental planning effectiveness are presented in the field of sustainable development, intervention time, extension and methods.
