摘要
目前,生态足迹(EF)在区域环境影响评价(REIA)中的研究与实践应用很少。在区域环境影响评价中引人生态足迹,将丰富与深化区域环境影响评价的内容,可弥补当前区域环境影响评价的不足,并可解决区域环境影响评价存在的局限问题。基于生态足迹理论,建立应用生态足迹的区域环境影响评价模型;探讨生态足迹的分析方法。文章以海南省博鳌发展区为例,融合其时间序列与空间尺度特性,运用生态足迹分析方法进行影响分析与预测评价,并据此提出不利影响的减缓措施。以此说明并探讨生态足迹分析方法在区域环境影响评价中的实践应用。
By far, very few studies and application of Ecological Footprint(EF) in Regional Environmental Impact Assessment(REIA) are tried and publicized. Application of the Ecological Footprint in the REIA is believed to enrich in methodology and justify on more solid basis the REIN. With the Ecological Footprint's theory, the EF model for the REIN was established in the present study and used practically in Boao Development Zone in Hainan Province, where the Asian Fo- rum is sited. Time series and spatial scales were taken into consideration in the analysis with the EF to reduce the inadequacy of the methodology. Our findings indicated that Boao should adopt a more sustainable development scenario and strategies than the existing development plan. It seems that ecological footprint is a useful tool in REIA although with certain limitations which can be improved by way of association with other methods.
