摘要
阐述了战略环境评价（ＳＥＡ）的概念，论述了ＳＥＡ产生的原因是单个项目环境影响评价（ＥＩＡ）的局限性和实行可持续发展战略的要求：通过分析ＳＥＡ与ＥＩＡ之间的层次关系，相似之处与不同之处，说明了ＳＥＡ在程序上和方法上的显著特点。指出了开展ＳＥＡ研究和应用的迫切性与重要意义。
The reasons for the recent growth of interest in SEA are examined,focusing on the limitations of project-level EIA and new assessment requirements arising from the policy of sustainable development. The Similarities and differences between SEA and EIA are considered.with reference to tiering, processes and procedures followed and assessment methods applied.
