摘要
中国农村中代表乡镇地方政府的利益集团力量过于强大,众多农民在高度组织起来的行政机构面前难以维护自己的合法权益,其根本原因在于农户组织化程度低,又缺乏各种经济、政治资源和平等参与决策的机会,致使农民负担加重。本文通过对农民负担问题中利益集团作用的分析,提出使农民利益表达组织化,以形成国家—集体—农民之间互相制衡和协商的新制度安排。
