摘要
在社会转型和向市场经济体制快速过渡的过程中,我国出现大规模的弱势群体,这需要重构社会保障制度。当前,我国农村的社会保障制度缺失,城市社会保障制度在改革和重建中目标过度偏向为经济体制改革配套服务,这使我国的社会保障制度呈断裂状态。本文从建立整合的社会保障制度的角度,指出弥合上述断裂的必要性。在农村建立与国情相适应的社会保障制度,在城市则要确立社会保障制度的民本目标,从而建立相应的社会服务体系。
China is currently experiencing a social transformation and a speedy transition to the system of market economy. In such a situation, a large-scale disadvantaged group has emerged in our country; thus the institution of social security should be restructured. Rural social security institution is in short currently, and urban social security institution pays too much attention to providing matching service to economic system reform; therefore, the institution of social security in present China is characterized by its broken situation. Considering this, this article points out the necessity for recovering from the above break from the perspective of establishing an integrated social security institution. There is a need for establishing the social security institution adapted to the situation of our country in rural areas and establishing civil ends of social security institution in urban areas so as to build a corresponding social service system.
