摘要
健全社会保障制度有利于维护社会稳定,提升社会公平,推动经济增长,完善市场经济,解决“三农”问题,因而健全社会保障制度是我国战略机遇期建设和谐社会的必然要求。从社会政策的角度来看,健全社会保障制度就必须建立独立的社会保障预算与审计,重视农村社会保障。
Perfecting the social security system is beneficial for defending social stability, hoisting social equity, promoting economic development, perfecting market economy and solving the ＂Three-countryside＂ problems. In order to construct the ＂concordant-society＂ during the ＂strategy-opportunity-period＂, it is very necessary for us to perfect the social security. So we should establish independent budget of social security and take the social security of countryside seriously.
