摘要
战略环境影响评价制度是环境与发展综合决策的一项重要制度 ,是实施可持续发展战略的重要法律手段之一。随着《中华人民共和国环境影响评价法》(以下简称《环境影响评价法》)的颁布实施 ,战略环境影响评价制度已在我国得到了初步确立。文章从可持续发展的角度 ,阐述了战略环境影响评价制度的深远意义 ,并就进一步完善我国战略环评制度提出了立法建设。
Strategy Environment Impact Assessment System,SEIAS,is an important system for unifying government's decision in the view of environment and development, therefore it is one of the most signincant legal measures of implementing the sustainable developmerit strategy.With the promulgation of Environment Impact Assessment Law, the SEIAS has been set up basically.From the viewpoint of sustainable development, this paper expounds the great significance of SEIAS, and makes some suggestions on perfecting China's SEIAS.
