摘要
中英两国都制定了环境影响评价制度，但在制度的制定和实施上存在很多的差异。文章从法律依据、开展的时间、适用范围、评价目的、评价内容，审批、资质管理、评价程序、专家咨询和公众参与制度等方面对中英建设项目环境影响评价制度进行比较，找出两国环评制度的异同，从而对中国环境影响评价的完善提出了一些建议。
Both of China and the United Kingdom have set up environmental impact assessment （EIA） systems. A comparison of legislative bases, intervention timing, applicable scopes, purposes, aspects of assessment, reviews and decision making, qualification management, EIA processes, public participation and consultations, and etc. in EIA systems of the two countries was carried out to find out their similarities and differences. Some suggestions for the improvement on the EIA system of China were given.
