摘要
公共管理作为一种新型的治理模式,有着深厚的实践和理论背景。全球化为公共管理提供了民主理念和技术平台,治理理论和"第三部门"提供了协调、合作的管理模式,后现代理论提供了多样化的思维方式,从而使公共管理具有开放性、主体多元性、公共性和参与性等特征。
As a new paradigm of governance, public administration has its profound practice and theoretical foundation. Provided by globalization of its democratic idea and technological platform, by governance theory and 'third sector' of their coordinating and collaborating management modes, by postmodernism theory of its diversity thinking style, public administration has its characteristics of openness, multi-subjection, publicity and participation.
