On the Essential Characteristics, Contemporaneity and Others of Public Management

摘要公共管理的深刻内涵在于它的公共性、管理本质的服务性和政府与公民社会的合作共治性。公共管理是对传统公共行政批判性地承继、拓展、创新和超越,是在更广、更深层面上对公共资源配置的整合和对公共事务的协调管理。全球化、知识经济和技术革命的推进、以及民主化进程的发展,使公共管理成为人类社会共同关注的要务。新公共管理是全球涌动的管理革命的一部分。新公共管理的勃兴为当代公共管理理论和应用方法的创建开辟了道路,投射了新锐的思想。回应时代的挑战,需要不断加强和深化对公共管理的研究。 The profound connotations of public management are its publicness, serviceness of managerial essence and cooperation between the government and the civil society in governance. Public management is a critical succession, development, innovation and exceeding of the traditional public administration, and the integration of the deployment of public resources to a deeper and wider extent and the coordinative management of the public affairs. Globalization, the development of knowledge economy and technological revolution, and the advancing of world’s democratization course make public management the important task highly concerned by the whole human society. New public management is one part of world’s management revolution. The rise of the NPM opened the road for the construction of the theory and applied approaches of public management, and shed new lights on the latter. In responding to the challenge of the age, we must continuously strengthen and deepen the research of public management.
