摘要
针对当前我国城市总体规划编制和实施中面临的困境 ,以秦皇岛为例 ,重点探讨了我国城市总体规划的未来改革方向和发展走势。提出城市总体规划编制从战术层面呼唤方法创新 ,包括规划理念、规划组织结构、规划技术路线和规划成果表达的创新 ,从战略层面呼唤相关制度环境的创新。
In order to offer a solution for the dilemma in the making and implementation of the city master plan, this paper focuses on the reform and trend of the master plan in Chinese cities. It suggests the making of city master plan tactically need methodology innovation including planning ideology, planning institution, planning technology and the expression of the planning outcomes, strategically need institutional environment innovation.
