通过对近期建设规划编制现实意义的认识 ,阐明了近期建设规划编制的两个核心内容 :土地供应及基础设施的安排 ,并就近期建设规划编制的工作体系从加强规划编制的规范化、制度化 ;滚动编制近期建设规划 ;实施建设用地规划许可预申请制度 ;完善规划实施评价体系 ;建立规划基础信息库 ;
According to the practical understanding of the short term construction planning,this article focuses on the two cores planning elements:Land supply and infrastructure planning.It has explored the framework of short term construction planning from various aspects such as standardization,regularization and continuation of the planning process,implementation of pre application process of land use permission,enhancement of the implementation evaluation system,establishment of the essential planning information database,and further research on relevant planning topics.
