作为新型社会形态,智能社会建设是“十五五”时期重塑国家竞争力、推动社会形态演进的核心力量。智能社会建设具有重要的战略使命,不仅能够推进中国式现代化、促进经济高质量发展、创造高品质生活,更能够实现高效能治理,是“十五五”规划重点关注的领域。“十五五”时期智能社会建设需要遵循技术驱动、产业转型、治理创新和价值导向的逻辑机制,从而形成系统推进与协同高效的发展路径。“十五五”时期智能社会建设需要锚定行动方向,尤其要夯实人工智能技术根基、践行“人工智能+”行动、完善人工智能治理体系、构建高水平开放合作生态,为更好地实现“十五五”时期发展目标与全面建成社会主义现代化国家贡献力量。
As a new social form,the intelligent society is the core force for reshaping national competitiveness and advancing social evolution during the 15th Five-Year Plan period.The construction of an intelligent society carries significant strategic missions,as it not only promotes the Chinese modernization,drives high quality economic development,and creates a high quality life,but also achieves efficient governance,making it a key focus area in the 15th Five-Year Plan.During this period,the intelligent society's development must follow the logical mechanisms of technology-driven advancement,industrial transformation,governance innovation,and value orientation,thereby forming a systematic and coordinated development pathway.To set a clear direction of actions,the intelligent society's construction requires solidifying the foundation of artificial intelligence technology,implementing the"AI+"initiative,improving the AI governance system,and building a high level open collaboration ecosystem,all of which contribute to better achieving the development goals of the 15th Five-Year Plan and advancing the the building of a modern socialist country in all respects.
