摘要
科技发展正推动人类快速迈入以人工智能作为主导技术和生产力,被智能革命全面影响、改造和定型的智能社会。基于对“技术—社会—治理”关系的阐释,揭示了人工智能创新引领下,智能社会在经济、政治、文化、社会、生态方面的系统变革。分析了未来人工智能作为独立主体带来的新质生产力、文明新形态、社会运行新机制以及由此可能引发的价值观对立、经济活动无序、社会管理超复杂、认知混乱、能耗激增等风险挑战与治理要求。从对人工智能技术进行规训的角度,阐释了以人工智能社会实验为代表的实验主义治理新范式,提出在通用人工智能日臻成熟、智能社会转型提速的新形势下,加快从“智能的社会治理”转向“智能社会的治理”,构建人文智能社会的发展目标。
The advancement of technology is propelling humanity into an intelligent society,where artificial intelligence(AI)serves as the dominant technology and productive force,comprehensively influenced,transformed,and shaped by the intelligent revolution.Based on the interpretation of the“technology-society-governance”relationship,this study unveils the systematic transformations in the economic,political,cultural,social,and ecological dimensions of the intelligent society under the leadership of AI innovation.It analyzes the new forms of productivity,emerging civilizations,and novel social operational mechanisms brought about by AI as an independent entity in the future,as well as the potential risks and governance requirements stemming from these changes,including value confrontations,disorder in economic activities,hyper-complexity in social management,cognitive confusion,and energy consumption spikes.From the perspective of disciplining AI technology,this study introduces a new experimentalist governance paradigm represented by the artificial intelligence social experiment(AISE),and argues for a shift from“intelligent social governance”to“intelligent society governance”in light of the accelerating maturity of general AI and the rapid transformation towards an intelligent society.It further proposes the goal of building a humanistic intelligent society.
