摘要
面对高校科技创新区域发展不均衡、成果转化率低等结构性矛盾,如何通过多元创新主体协同提升高校科技创新效能,是落实教育强国建设要求的关键命题。基于创新生态系统理论,搭建“主体合作-资源投入-环境支持-制度保障”分析框架,运用模糊集定性比较分析(fsQCA)方法,对我国31个省份高校科技创新效能进行组态分析。研究发现,一是产学研合作是驱动高校产生高科技创新效能的必要条件,呈现出“基础性枢纽”的特征;二是存在四条效能提升路径,分别是“科研平台与公众需求推动型”“创新资源联动协同型”“创新资源与公众需求驱动型”以及“创新生态均衡驱动型”,体现出“殊途同归”的组态效应,并在特定条件下存在替代效应;三是政府支持存在“效能临界点”,单一财政投入难以突破产学研合作缺位的创新阻滞。对此,应加强需求导向精准牵引,深化产学研协同创新的技术转移转化网络;利用“大平台-大团队-大项目”,强化创新资源靶向供给;提升创新系统韧性,构建政府-社会协同治理新环境;持续完善制度体系,加强知识产权保护和运用。
In the face of structural challenges such as regional imbalances in university science and technology innovation and low achievement conversion rates,enhancing the effectiveness of university science and technology innovation through collaboration among diverse innovation entities is a critical issue for implementing the requirements of building China into an education powerhouse.Based on innovation ecosystem theory,this study constructs an analytical framework of"entity collaboration-resource investment-environmental support-institutional safeguards"and employs fuzzy set qualitative comparative analysis(fsQCA)to conduct a configurational analysis of the effectiveness of university science and technology innovation across China's 31 provinces.The findings reveal:First,industry-academia-research collaboration serves as a fundamental hub,acting as a necessary condition for driving high-level scientific and technological innovation efficiency in universities.Second,four distinct pathways for enhancing efficiency emerge:"research platform and public demand-driven,""innovation resource linkage and coordination-driven,1"innovation resource and public demand-driven,"and"balanced innovation ecosystem-driven."These pathways demonstrate a"different paths,same destination"configuration effect,with substitution effects occurring under specific conditions.Third,government support exhibits an"efficiency threshold,"where sole reliance on fiscal investment struggles to overcome innovation bottlenecks caused by inadequate industry-academia-research collaboration.To address this,efforts should focus on:strengthening demand-driven precision guidance to deepen technology transfer networks for collaborative innovation;leveraging"major platformslarge teams-significant projects"to enhance targeted innovation resource allocation;boosting innovation system resilience by establishing new government-society collaborative governance frameworks;and continuously refining institutional systems to strengthen intellectual property protection and utilization.
