摘要
政府对高校规制的能力彰显了高等教育治理的水平。以2001-2020年199份教育部政策文本为研究对象,通过内容分析法来探讨我国政府对高校规制治理使用类型和分布特点。近20年来,权威型方式占比最高,激励型与建设型方式占比稳定,象征引导型方式不断攀升。从权力结构和制度逻辑看,我国政府规制是以政治权力的身份有效融入到高校发展,为其提供高质量的“制度供给”,以中国制度实现中国之治。权威型治理与自主型治理相互补充,责任审核与风险预警机制日益完善,我国高等教育系统展现出积极的自我革命和自我发展的自组织态势。这是新时代背景下我国政策创新、经验总结和制度坚守的成果,体现了深刻的历史逻辑、理论逻辑和实践逻辑,成功推进和拓展了中国式现代化。
The government's ability to regulate universities highlights the level of higher education governance.Taking 199 policy texts of the Ministry of Education from 2001 to 2020 as the research object,this paper discusses the types and distribution characteristics of government regulation and governance of colleges and universities in China through content analysis.In the past 20 years,the authoritative mode has the highest proportion,the incentive and constructive mode have a stable proportion,and the symbolic guidance mode has been rising.From the perspective of power structure and system logic,China's government regulation is effectively integrated into the development of colleges and universities as a political power,providing them with high-quality"institutional supply",and realizing the rule of China through the Chinese system.Authoritative governance and autonomous governance complement each other,responsibility review and risk early warning mechanism are increasingly improved,and China's higher education system shows a positive self-revolution,self-development,and self-organization trend.This is the result of China's policy innovation,experience summary and system adherence in the new era,which reflects the profound historical logic,theoretical logic and practical logic,and successfully promotes and expands Chinese path to modernization.
