摘要
随着流域综合治理对生态与经济协同发展的需求日益迫切,生态服务价值核算成为优化经济决策的重要工具。研究基于生态经济学与决策科学理论,剖析核算在流域治理中的经济决策支持机制,揭示存在的现实困境,并提出系统性解决方案。研究表明,生态服务价值核算可通过量化生态系统经济贡献,为治理方案比选、效果评估、资源配置提供科学依据,对推动流域治理从工程导向转向生态—经济协同决策具有重要的理论与实践意义。
With the increasingly urgent demand for the coordinated development of ecology and economy in the comprehensive management of river basins,the accounting of ecological service value has become an important tool for optimizing economic decisions.Based on the theories of ecological economics and decision science,this research analyzes the economic decision support mechanism of accounting in basin governance,reveals the existing practical predicaments,and proposes systematic solutions.Studies show that the accounting of ecological service value can provide a scientific basis for the comparison and selection of governance schemes,effect evaluation and resource allocation by quantifying the economic contribution of the ecosystem,and has important theoretical and practical significance for promoting the transformation of basin governance from engineer-oriented to ecologically-economic collaborative decision-making.
