摘要
采用文献资料法、个案研究法和专家访谈法等,对北京冬奥场馆赛后开发与利用的基本思路及存在的问题进行分析,对21世纪以来国外历届冬奥会竞赛场馆赛后开发与利用的历史经验进行总结,进一步提出加强北京冬奥会场馆赛后开发与利用的若干思考。北京冬奥场馆赛后开发与利用取得一定成绩,但存在部门协调配合不够、本质功能发挥不充分、运营主体单一、偿债压力大和无形资产开发不足等问题。国外经验显示,应调动多元主体参与、吸引和举办高端体育赛事、打造高水平运动训练基地、推动冬奥场馆的四季运营。因此,必须加强政府对北京冬奥场馆赛后开发工作的组织协调,建立“北京冬奥遗产基金”,发挥冬奥场馆的本质功能;以产权改革为杠杆,多元主体参与打造运营联合体,依托北京冬奥场馆打造世界冰雪赛事名城,以冬奥场馆为依托加强国家冬季项目高水平训练基地建设;大力推动内容产业发展,强化冬奥场馆四季运营,大力加强北京冬奥场馆无形资产开发力度。
Adopting literature review,case study and expert interview,this study analyzed primary ideas and problems of post-games utilization of Beijing winter Olympic venues,summarized historical experiences of post-games development and utilization of winter Olympic venues in foreign countries since the 21th century and put forward the primary ideas in post-games utilization of Beijing winter Olympic venues.Even though progress has been made in post-games utilization,the problems still exist in governance and coordination,inadequate exertion of basic functions,single entity,high debt repayment pressure and inadequate development in post-games utilization of Beijing winter Olympic venues.The foreign experiences suggest the successful means of involvement of diverse entities,hosting high level sports events,developing elite sports training bases and all season operation of winter Olympic venues.Government leadership and coordination should be strengthened and Beijing Winter Olympic Legacy Fund should be founded to explore the essential functions of Olympic venues.Diverse entities should participate in operating continuum with property right reform as the lever.The fame of world snow and ice cities should be cultivated and the state elite training bases for winter sports need to be developed relying on winter Olympic venues.Content industry should be promoted vigorously as to strengthen all season operation of winter Olympic venues and the development of intangible assets need to be strengthened.
