摘要
人口是影响教育发展的基础要素,学龄人口规模和结构的变化深刻影响着教师资源配置与布局。面对我国学龄人口规模波动性下降、区域增减分化等趋势特征,教师资源供给存在规模调整时滞、结构矛盾凸显、质量仍需提升等现实挑战。应通过创新教师弹性补充机制以动态适配学龄人口变化,畅通教师良性流动渠道以促进师资配置结构优化,健全教师培养培训体系以全面提升师资供给质量等途径,加快构建形成同人口变化相协调的教师资源配置机制,为教育强国建设提供坚实的师资保障。
Population is a fundamental factor influencing educational development.Changes in the size and structure of the school-age population profoundly affect the allocation and distribution of teacher resources.In the face of trends such as the fluctuating decline in China’s school-age population and increasing regional disparities in demographic growth and decline,the supply of teacher resources encounters several practical challenges,including delays in scale adjustment,prominent structural imbalances,and the need for further quality improvement.To address these issues,it is necessary to innovate flexible teacher supplementation mechanism to dynamically adapt to changes in school-age populations,facilitate sound teacher mobility to optimize the structure of teacher allocation,and strengthen teacher education and training systems to comprehensively enhance the quality of teacher supply.These efforts will accelerate the establishment of a teacher resource allocation mechanism that aligns with demographic changes,thereby providing a solid foundation of teacher support for building an educational powerhouse.
