摘要
准确识别高技能劳动力集聚的共富效应,对于人才政策的制定完善和共同富裕的实现具有重要意义。本文兼顾知识溢出和消费溢出两个方面,对高技能劳动力集聚影响劳动力工资水平的渠道进行论证,并利用2011—2017年中国流动人口动态监测调查中的微观数据与城市特征数据展开一系列实证研究。实证结果表明,高技能劳动力集聚对不同技能劳动力的工资水平均存在提高作用,且相较于高技能劳动力,其对低技能劳动力工资水平的提高作用更大,从而有助于缩小技能工资差距,产生共富效应。机制研究表明,高技能劳动力集聚的共富效应是知识溢出和消费溢出共同作用的结果。异质性分析表明,高技能劳动力集聚对劳动力工资水平的提高作用在大城市、服务型城市中更大。
Accurately identifying whether high-skilled labor agglomeration exhibits common prosperity effects and understanding its underlying mechanisms are of significant importance for the formulation of talent-related policies and the achievement of common prosperity.This paper combines the perspectives of knowledge spillovers and consumption spillovers to analyze the effect of high-skilled labor agglomeration on labor wages,employing data from the China Migrants Dynamic Survey and urban characteristics from 2011 to 2017.The results demonstrate that high-skilled labor agglomeration positively impacts the wages of both high-skilled and low-skilled labor,with a more pronounced effect on low-skilled labor wages,thus,it helps to narrow the skill wage gap and get a common prosperity effect.The mechanism analysis confirms that this common prosperity effect is driven by both knowledge and consumption spillovers.Additionally,the impact of high-skilled labor agglomeration on labor wages varies by urban type.In large cities and service-oriented cities,high-skilled labor agglomeration has a stronger positive effect on wages.
