摘要
提高农业转移人口就业质量,加快农业转移人口市民化,对推动城乡融合发展、实现中国式现代化具有重要意义。文章基于信息惠民试点的准自然实验,使用中国流动人口动态监测调查、中国家庭收入调查、中国劳动力动态调查数据,运用双重差分法考察政务服务信息化对农业转移人口就业质量的影响。研究发现,政务服务信息化能够促进农业转移人口就业质量的提升,主要通过“信息化”属性缓解信息不对称程度,提高农业转移人口就业和职业匹配度,通过“普惠性”特点提升基本公共服务水平,增强农业转移人口外在竞争力和内在身份认同感这两条路径来实现。该政策对新生代及低技能农业转移人口就业质量的提升更明显,在低落户门槛及高财政分权度地区就业质量提升更显著。
Improving the employment quality of agricultural transfer population and accelerating the their citizenization are of great significance for promoting the integrated development of urban and rural areas and realizing Chinese path to modernization.This article is based on a quasi natural experiment,a pilot study of"Information benefiting the people"project,using data from the China Migrants Dynamic Survey,Chinese Household Income Project Survey,China Labor-force Dynamics Survey.The study adopted the Difference-in-Differences method to examine the impact of government service informatization on the employment quality of agricultural transfer population.Research has found that the informatization of government services can promote the employment quality of agricultural migrant population,mainly by alleviatinginformation asymmetry through the"informatization"attribute,improvingthe employment and occupational matching of agricultural transfer population,and enhancing the basic public service level through the"inclusiveness"feature,thereby enhancing the external competitiveness and internal identity recognition of agricultural transfer populations.This policy has a more significant impact on improving the employment quality of the new generation and low-skilled agricultural transfer population,especially in areas with low household registration thresholds and high fiscal decentralization.Further investigation reveals that the informatization of government services has a positive impact on the high-quality and full employment,as well as job satisfaction,of the agricultural transfer population.
