摘要
数字乡村治理效能提升是关涉数字中国、乡村全面振兴与农业强国建设绩效的重要内容。研究利用NVivo质性分析工具,对2019—2024年全国数字乡村治理典型案例进行扎根理论研究,系统探赜数字乡村治理效能提升的实现机制。研究发现,数字乡村通过主体选择与客体赋能的耦合协同促进数字嵌合;纵向层级联动与横向主体共治的“立体化”数字乡村治理体系达成结构嵌合;数字、科层、市场、乡土逻辑等治理规则的并存与调试实现规则嵌合;数字化+“协商、组织、激励、监督”等治理模式创新与系统功能发挥促推行动嵌合。以“数字嵌合-结构嵌合-规则嵌合-行动嵌合”为表征的嵌合式治理成为数字乡村治理效能提升的实现机制。未来提升数字乡村治理绩效应打造耦合性“治理工具”、构建立体化“治理体系”、树立复合型“治理规则”与探索创新型“治理实践”。
The improvement of digital rural governance efficiency is an important aspect related to the performance of digital China,comprehensive rural revitalization,and the construction of an agricultural powerhouse.Using Nvivo qualitative analysis tool,this study conducts grounded theoretical research on typical cases of digital rural governance in China from 2019 to 2024,exploring the implementation mechanism and practical path for improving the efficiency of digital rural governance.Research has found that digital villages promote digital integration through the coupling and synergy of subject selection and object empowerment;The“threedimensional”digital rural governance system,which combines vertical hierarchical linkage and horizontal subject co governance,has achieved structural integration;The coexistence and integration of various governance ideas such as digital logic,hierarchical logic,market logic,and local logic through debugging and implementation;The integration of digitalization and innovative gover-nance models such as negotiation,organization,motivation,and supervision,as well as the utilization of system functions,promotes the integration of governance actions.The hybrid governance characterized by“digital hybridization-structural hybridization-rules hybridization-action hybridization”serves as the mechanism for enhancing the effectiveness of digital rural governance.To further improve the performance of digital rural governance in the future,it is essential to develop coupled“governance tools,”establish a three-dimensional“governance system,”establish comprehensive“governance rules,”and explore innovative“governance practices.”
