摘要
在乡村振兴战略深化推进的背景下,基层政府部门协同治理的整体效能日益成为政策落地的关键因素,但既有研究主要聚焦纵向层级动员和技术治理范式,忽视了横向部门间协作的制度化程度对绩效差异的影响。研究识别了“联责型”和“归责型”两类跨部门治理网络,并通过比较案例研究方法,以Y市A、B两县乡村民宿治理为例,系统阐释基层政府通过责任流动性和合法性机制塑造跨部门治理绩效的核心原理。责任流动性通过政治势能驱动风险共担与资源整合,提高部门间目标共识和信任水平;合法性互嵌则依托程序再造与跨层级权威支撑,消解部门权能壁垒并建立结构性韧性,最终触发政策工具动态适配,形成“纵向驱动-横向协同”的绩效生产路径。研究阐明了基层党政权威重构部门间横向协作的复合机制,为破解乡村治理碎片化提供制度设计新路径,并强调地方自主空间、议题优先级及问责规则清晰度三重边界条件的作用机制。
Against the backdrop of the deepening Rural Revitalization Strategy,the overall performance of collaborative governance among grassroots government departments has become increasingly crucial for policy implementation.However,existing research primarily focuses on vertical hierarchical mobilization and technocratic governance paradigms,overlooking the impact of the institu-tionalization level of horizontal inter-departmental collaboration on performance variations.This study identifies two types of crossdepartmental governance networks:shared-accountability and attributed-accountability.Employing a comparative case study ap-proach centered on rural homestay governance in County A and County B of City Y,it systematically elucidates the core mecha-nisms through which grassroots governments shape cross-departmental governance performance via responsibility and legitimacy mechanisms:(1)Accountability mobility,driven by political momentum,facilitates risk-sharing and resource integration,thereby enhancing inter-departmental goal consensus and trust;(2)Legitimacy embeddedness,relying on procedural re-engineering and cross-hierarchical authoritative support,dismantles departmental institutional barriers and establishes structural resilience.These mechanisms ultimately trigger the dynamic adaptation of policy instruments,forming a vertical-to-horizontal performance genera-tion pathway.The research clarifies the complex mechanisms through which grassroots Party and government authority reconstruct horizontal inter-departmental collaboration,offering a novel institutional design pathway to address fragmentation in rural governance.It further emphasizes the operational mechanisms of three boundary conditions:local autonomy space,issue prioritization and the clarity of accountability rules.
