摘要
农村社区应急管理是乡村振兴战略实施与基层社会和谐稳定的关键支撑,也是国家应急管理体系的前沿阵地与薄弱环节。在社会风险交织与数字乡村建设推进中,数字技术成为破解其信息滞后、决策被动、资源分散等难题的核心抓手。结合数字治理理论、赋能理论与应急管理全过程均衡理论,构建“目标-结构-过程”研究框架,通过广西恭城瑶族自治县案例,阐释数字赋能农村社区应急管理的内在逻辑及其现实困境。研究发现,农村社区应急管理从被动应对向主动防控的转型,依赖于数字赋能、主体协同与全周期治理三者的综合作用,应通过技术适配升级设施、制度保障优化协同、过程深化完善机制、理念增强提升能力,实现应急效能、协同水平与防控主动性的提升。
Emergency management in rural communities is a key support for the implementation of the rural revitalization strategy and the harmonious stability of grassroots society,as well as the frontline and weak link of the national emergency management system.midst intertwined social risks and the advancement of digital rural construction,digital technology has become the core solution to address issues such as information lag,passive decision-making,and scattered resources.Based on digital governance theory,empowerment theory,and the whole-process equilibrium theory of emergency management,this paper constructs a"goal-structure-process"research framework.Through the case study of Gongcheng Yao Autonomous County in Guangxi,it explains the internal logic and practical challenges of digital empowerment in rural community emergency management.The study finds that the transformation of rural community emergency management from passive response to proactive prevention and control depends on the combined effect of digital empowerment,stakeholder collaboration,and whole-cycle governance.It should enhance its emergency effectiveness,coordination level,and preventive initiative by upgrading facilities through technological adaptation,ptimizing collaboration with institutional guarantees,refining mechanisms via process deepening,and enhancing capabilities through strengthened concepts.
