摘要
做好新兴领域党建,是推动新时代党的建设与社会工作高质量发展的应有之义。从政治系统视角看,新兴领域党建是政治系统应对外部环境变化挑战,采取的主动的结构性策略,旨在通过政党体系的结构拓展与演化,引领政府治理与社会治理模式创新,以维持国家政治系统的适应性与稳定性。本文总结了党通过新兴领域党建增进政治系统适应性的制度化、耦合、认同三重机制,并基于新兴领域内党组织的类型分化,分析了单位党组织、行业产业党组织和地域党组织差异化的功能实现机制,包括单位党组织中“元组织”机制推动参与式治理模式、行业产业党组织中联网机制推动平台型治理,及地域党组织中整合机制推动整体性治理。在此基础上,本文对新兴领域党建总体工作方式与创新方向提出实践启示。
Strengthening party building in emerging sectors is essential for advancing the high-quality development of party construction and social work in the new era.From the perspective of political systems theory,party building in emerging sectors represents a proactive structural strategy adopted by the political system to address challenges posed by external environmental changes.By driving structural differentiation and evolution within the party system,it aims to innovate governance models in both government and society,thereby maintaining the adaptability and stability of the national political system.This paper summarizes three institutional mechanisms through which the party enhances the adaptability of the political system in emerging sectors:institutionalization,coupling,and recognition.Based on the functional differentiation of party organizations within emerging sectors,it analyzes the distinct operational mechanisms of unit-based party organizations,industry-and sector-based party organizations,and geographically rooted party organizations.Specifically,unit-based party organizations employ a"meta-organization"mechanism to promote participatory governance,industry-and sector-based party organizations utilize networking mechanisms to advance platform-based governance,and geographically rooted party organizations leverage integrative mechanisms to foster holistic governance.The study concludes with practical implications for innovating party-building approaches in emerging sectors.
