摘要
为系统阐释政党如何在高流动性、碎片化的城市空间中实现有效社会整合,本文基于对S市M区的案例研究,提出了“单元化党建”这一创新分析框架。研究发现,单元化党建通过“尺度重构-组织适配-平台整合-场景嵌入”的协同机制,实现了治理效能的跃升。具体而言,它通过构建“街镇总网格-综合网格-微网格”多级治理体系实现治理尺度的精细化下沉;通过发展功能型党组织等弹性组织形态动态响应社会流动性;借助党群服务阵地的平台化运行集成多元服务资源;最终通过场景深度嵌入将政治引领具象为可感知的日常实践。这一实践路径不仅有效破解了流动党员管理、精准服务供给等现实难题,更在理论上超越了西方政党适应性理论的“被动调适”逻辑,揭示了一种基于使命驱动、政党主动塑造社会的“引领型变革”新范式,为理解中国共产党在城市新兴领域的治理实践提供了新的理论视角。
To systematically explain how the political party achieves effective social integration in highly mobile and fragmented urban spaces,this paper proposes an innovative analytical framework,“Unit Based Party Building,”through a case study of M District in S City.The research reveals that this model produces a leap in governance efficacy through a synergistic mechanism comprising“scale restructuring-organizational adaptation-platform integration-scenario embedding.”Specifically,it refines governance scales by constructing a multi tier governance system of“sub district-general grid-comprehensive grid-micro grid”;responds dynamically to social mobility by developing flexible organizational forms such as functional Party organizations;integrates diversified service resources through the platform based operation of Party mass service centers;and finally,makes political guidance tangible in everyday practice through deep scenario embedding.This practical pathway not only effectively addresses real world challenges such as the management of mobile Party members and the precise provision of services,but also transcends,in theoretical terms,the“passive adaptation”logic underpinning Western theories of party adaptation.It uncovers a new“leading type transformation”paradigm-one that is mission driven and marked by the party’s active shaping of society-thus offering a fresh theoretical perspective for understanding the governance practices of the Communist Party of China in urban emerging sectors.
