摘要
从利益相关者视角分析分级诊疗制度的实施现状和问题,涉及政府、医疗机构、医生、患者等。政府层面存在政策引导不明确、财政投入不足和监管不到位等问题;医疗机构层面存在基层医疗机构能力不足、上级医院负担过重和双向转诊机制不畅等问题;医生层面存在技术水平参差不齐和职业发展受限等问题。为解决这些问题,需要从政府、医疗机构和医生等多个层面进行改进和完善,包括加大财政投入、制定明确的政策细则、加强基层医疗能力建设、完善双向转诊机制和提高医生技术水平等。分级诊疗制度的实现需要各方共同努力,包括政府、医疗机构、医生、患者等。
The current implementation status and problems of the hierarchical medical treatment system are analyzed from the perspective of stakeholders,involving the government,medical institutions,doctors,patients,etc.At the government level,there exist problems such as unclear policy guidance,insufficient financial input and inadequate supervision.At the medical institution level,there exist problems such as insufficient capacity of grassroots medical institutions,excessive burden on higher-level hospitals,and an unsmooth two-way referral mechanism.There are problems such as uneven technical proficiency and restricted career development among doctors.To address these issues,improvements and enhancements need to be made at multiple levels,including the government,medical institutions and doctors,such as increasing financial input,formulating clear policy details,strengthening the capacity building of grassroots medical care,improving the two-way referral mechanism and enhancing the technical proficiency of doctors.The realization of the hierarchical medical treatment system requires the joint efforts of all parties,including the government,medical institutions,doctors,patients,etc.
