摘要
数据治理推动了高等教育治理全方位变革,同时也面临着诸多挑战。分析高校科层制下数据治理的现实困境,探索解决问题的对策,有助于推动高校数据治理的价值实现。首先对数据治理与高校科层制的概念内涵及相互关系进行了阐释,认为数据治理与科层制之间的关系,既非单纯的对立关系,也不是简单的依存关系,而是双向影响的辩证关系,两者既相互制约,又相互依赖;其次从科层制与数据治理张力的视角,分析了科层制管理体制给数据治理带来的困境,包括治理理念、治理主体、治理结构、治理方式四个方面的张力;最后提出了破解科层制下高校数据治理困境的对策,即数据治理需要通过科层制改革,为数据治理提供制度化条件;也需要发挥科层制的规范优势,规避数据治理风险,最终使数据治理与科层制相互支撑、相互促进、相互融合,实现高校善治的目标。
Data governance has driven comprehensive transformations in higher education governance,yet it also faces numerous challenges.Analyzing the practical dilemmas of data governance under the bureaucratic system in universities and exploring countermeasures to address these issues will help advance the realization of data governance value in higher education institutions.The paper first explains the conceptual definitions and interrelations between data governance and the bureaucratic system in higher education institutions,arguing that their relationship is neither purely oppositional nor simply interdependent,but rather a dialectical interaction characterized by bidirectional influence—mutual constraints and interdependence.Subsequently,from the perspective of tensions between bureaucracy and data governance,it analyzes the dilemmas imposed by bureaucratic management systems on data governance,including tensions in four dimensions:governance philosophy,governance agents,governance structures,and governance approaches.Finally,the paper proposes strategies to resolve data governance dilemmas under bureaucratic systems:Data governance requires bureaucratic reform to provide institutionalized conditions while leveraging bureaucracy’s normative strengths to mitigate governance risks.Ultimately,data governance and bureaucratic systems should mutually support,reinforce,and integrate with each other to achieve the goal of sound governance in higher education institutions.
