摘要
在数字化加速推进的背景下,数字技术成为重塑基层党建运行逻辑与治理效能的核心力量。数字技术赋能基层党建的耦合机理体现在理论耦合、组织耦合和功能耦合。数字技术赋能基层党建在实践中面临技术耦合的脱嵌化、组织耦合的割裂化和制度耦合的滞后性三重困境。突破数字技术赋能基层党建的实践困境,必须从技术适配、组织能力培育、制度保障3个维度精准施策,构建精准适配的技术赋能体系,培育双向赋能的组织适应能力,完善动态调适的制度保障机制,实现数字技术与基层党建的良性互动。
Against the backdrop of accelerating digitalization,digital technology has emerged as the core force in reshaping the operational logic and governance efficiency of grassroots Party building.The coupling mechanism of digital technology empowering grassroots Party building is embodied in three dimensions:theoretical coupling,organizational coupling,and functional coupling.In practice,digital technology′s empowerment on grassroots Party building is faced with three dilemmas:the disembeddedness of technological coupling,the fragmentation of organizational coupling,and the lagging of institutional coupling.To break through the practical dilemmas of digital technology empowering grassroots Party building,it is necessary to take precise measures from three dimensions:technological adaptation,organizational capability cultivation,and institutional guarantee,so as to construct a precisely adapted technological empowerment system,cultivate the adaptive capability of two-way empowerment between technology and organization,improve the dynamic adjustment mechanism of institutional guarantee,and achieve the benign interaction between digital technology and grassroots Party building.
