摘要
研究表明,无人机植保、遥感监测、智能物流等低空技术可有效缓解农村劳动力短缺,提升农业生产效率15%~30%,降低农药使用量20%以上,兼具显著经济生态效益。当前黑龙江省低空经济面临技术适配不足、基础设施薄弱、政策体系待完善等制约因素。为此提出了构建“技术研发-场景应用-产业协同”创新体系、推行差异化发展策略与“售卖+服务”商业模式、建设低空基础设施网络、完善空域管理及财政补贴政策等对策;重点建议突破智能感知与精准作业技术,拓展寒地特色应用场景,分阶段推进示范工程,培育“低空+农业”全产业链,打造寒地智慧农业示范基地,为区域农业现代化提供新动能。
Research indicates that low-altitude technologies such as UAV-based plant protection,remote sensing monitoring,and intelligent logistics can effectively alleviate rural labor shortages,increase agricultural productivity by 15%-30%,reduce pesticide usage by over 20%,and deliver significant economic and ecological benefits.Currently,the low-altitude economy in Heilongjiang Province faces constraints including insufficient technological adaptation,weak infrastructure,and an underdeveloped policy framework.To address these challenges,this study proposes strategies such as establishing an innovation system integrating“technology R&D-scenario application-industrial collaboration,”implementing differentiated development strategies and a“sales+services”business model,constructing low-altitude infrastructure networks,and refining airspace management and fiscal subsidy policies.Key recommendations emphasize breakthroughs in intelligent perception and precision operation technologies,expanding cold-region-specific application scenarios,phased implementation of demonstration projects,fostering a“low-altitude+agriculture”full industry chain,and establishing smart agriculture demonstration bases in cold regions.These measures aim to inject new momentum into regional agricultural modernization.
