摘要
超大城市治理现代化是实现国家治理现代化的核心,新质生产力是推动超大城市治理现代化的重要引擎。分别剖析新质生产力和超大城市治理现代化的内涵与特征,并对两者的契合性进行了有效论证。从技术赋能、数据驱动、业态发展、理念更新四重维度探讨新质生产力赋能超大城市治理现代化的内在逻辑,分析讨论新质生产力赋能超大城市治理现代化时所面临的科技创新能力不足、数智化转型存在障碍、制度创新相对滞后等现实挑战,提出通过构建创新生态体系,打造城市治理现代化强劲引擎;强化数字赋能作用,提升城市整体数智治理效能;推进制度完善创新,建立现代化治理的保障体系等有效路径,进一步培育和发展新质生产力,为赋能超大城市治理现代化提供持续动力。
Promoting the modernization of megacities governance is the core of realizing national governance modernization,and new quality productivity is an important engine for promoting the modernization of megacities governance.This article analyzes the connotation and characteristics of new quality productivity and the modernization of megacity governance,and effectively demonstrates the compatibility between the two.The internal logic of empowering the modernization of megacities in the governance of megacities is discussed from the four dimensions of technology empowerment,data-driving,business development,and concept update.The internal logic of empowering the modernization of megacities in empowering the modernization of megacities is analyzed and discussed.The real challenges are insufficient driving force for technological innovation,the obstacles to digital transformation,and relatively lagging institutional innovation.Therefore,it is necessary to build an innovative ecological system to create a strong engine for urban governance modernization,strengthen the role of digital empowerment,improve the overall digital governance efficiency of cities,promote institutional improvement and innovation,establish a modern governance guarantee system and other effective paths,further cultivate and develop new quality productivity,and provide continuous impetus for empowering the modernization of megacities in governance.
