摘要
数字技术赋能社区网格化治理已经成为当前基层社会治理的新常态,并推动基层治理模式发生变革。从技术与制度的互构关系出发,基于“技术—制度—行动者”分析框架,以杭州市C社区为案例,剖析数字技术赋能社区网格化治理中制度安排如何有效吸纳技术、技术如何被行动者有效执行,实现网格化治理的精细化、敏捷化和智能化。同时,深度剖析科层制架构下网格职责不明晰造成的行动者行为受限和数字技术与制度适配度有限造成的行动者行动困境等问题,从形塑数字技术有效发挥的制度环境、增强数字技术与基层治理制度体系的融合度和加强行动者协同等方面,提出完善基层网格数字化治理体系、提升基层治理效能的路径思考。
Digital technology empowering community grid-based governance has become the new normal in grassroots governance and promoted the transformation of governance models.This study departed from the mutual constitution of technology and institutions,employed the“technology-institution-actor”analytical framework to examine Community C in Hangzhou City as a case study.It investigated how institutional arrangements effectively assimilate technologies in technology-empowered community grid governance and how technologies are effectively implemented by actors,to realize the refinement,agility,and intelligence of grid governance.Building upon this foundation,the study conducted an in-depth analysis of systemic constraints in technology-enabled governance,particularly examined how ambiguous grid responsibilities within bureaucratic structures restrict actor agency and how insufficient institutional compatibility with digital technologies creates implementation dilemmas.Proposed a three-pronged approach to enhance grassroots governance efficacy through the aspects of shaping an enabling institutional ecosystem for effective digital technology deployment,enhancing systemic integration between digital solutions and local governance frameworks,and multi-stakeholder collaborative mechanisms.
