摘要
城市是数字中国建设的综合载体,推动城市全域数字化转型是面向未来构筑城市竞争新优势的关键之举。数字孪生城市历经近十年的发展,在建设认识、技术能力及应用实践方面取得显著进展,已成为推进城市全域数字化转型的重要技术引擎。本文结合国家在新时期推进城市全域数字化转型的战略要求,围绕夯实数字化共性基础、驱动城市经济发展、优化治理与服务体验、完善数字基建布局、推动数据流通利用、构建智能运维体系、促进生态共建等重点领域,提出七条数字孪生赋能城市全域数字化转型的建设路径,旨在推动智慧城市发展迈向更高水平、更高质量。
Cities are the comprehensive carriers for the construction of Digital China.Promoting the digital transformation of the entire urban area is a key move to build new competitive advantages for cities in the future.After nearly a decade of development,digital twin cities have made remarkable progress in terms of construction understanding,technical capabilities and application practices,and have become an important technical engine for promoting the digital transformation of the entire urban area.This article,in line with the strategic requirements of the country to promote the digital transformation of the entire urban area in the new era,focuses on key areas such as consolidating the common digital foundation,driving urban economic development,optimizing governance and service experience,improving the layout of digital infrastructure,promoting the circulation and utilization of data,building an intelligent operation and maintenance system,and facilitating ecological co-construction.Seven construction paths for digital twins to empower the digital transformation of the entire city are proposed,aiming to promote the development of smart cities to a higher level and higher quality.
