摘要
经典的科层制研究主张通过专业分工解决协同问题,对组织管理者的能力和资源要求较高,在当代复杂的多元治理情景中往往难以得到满足。现有数字政府研究受整体政府理论的影响,对如何利用数字平台促进协同治理的关注仍然不足。本文创新提出“参与-依赖”协同治理框架,从这两个维度阐释数字平台技术提升协同治理效能的机制,进而确立数字化协同治理的四种模式。应用多变案例研究法,本文对各种数字化协同治理模式进行了描述性分析,为在不同场景下通过平台化解决协同治理问题提供了经验参考。数字化协同治理是一个与整体政府理论不同的数字政府建设思路,值得数字治理实践者给予更多重视。
Classical studies of bureaucracy contend that the collaboration problem can be resolved by the division of labor,which puts great demands on the ability and resources of administrators,but such condition can rarely be satisfied in most scenarios of pluralist governance in the modern era.Influenced by the theory of joined-up government,existing research has paid little attention to the use of digital platform in promoting collaborative governance.This paper proposes an innovative typological framework of collaborative governance,“participation—interdependence,”and then,based on the two dimensions,explains the mechanism by which digital platforms can improve the efficacy of collaborative governance before establishing four patterns of digital collaborative governance.Using diverse case study method,this paper presents a descriptive analysis of each type of digital collaborative governance,providing an empirical reference for using digital platforms to solve collaborative governance problems in different contexts.Different from the theory of joined-up government,digital collaborative governance offers an alternative way of building the digital government and thus deserves more attention from practitioners in the field.
