摘要
跨境电子商务综合试验区(简称跨境电商综试区)作为外贸新业态改革下的重要举措和发展引擎,为创业者提供了新的发展机遇。本文利用2013—2021年中国地级市面板数据,基于多期双重差分法系统考察了跨境电商综试区设立对城市创业活跃度的影响。研究发现,相比于非试点城市,跨境电商综试区的设立使得城市创业活跃度提高约60.4%。机制检验发现,跨境电商综试区建设带来的数字水平提高、市场规模扩大和创新能力提升是影响城市创业活跃度的重要因素。异质性分析发现,在高城镇化率地区和中西部地区,这一促进效应更明显。拓展性分析发现,跨境电商综试区对于邻近地区的创业活跃度具有辐射带动作用。本文研究为推进跨境电商综试区建设、深化外贸新业态改革以及发挥其“促创业”的政策红利提供了参考。
As an essential tool for the reform of new international trade forms,the Cross-border E-commerce Comprehensive Pilot Zones offers enterprises new avenues for growth.This paper used panel data of Chinese prefecture-level cities from 2013 to 2021 to systematically investigate the impact of the establishment of Cross-border E-commerce Comprehensive Pilot Zones on the entrepreneurial activity of cities based on Difference-in-Differences methodology.According to the results,the establishment of Cross-border E-commerce Comprehensive Pilot Zones increases the entrepreneurial activity of cities by around 60.4%when compared to non-pilot cities.The improvement of digital level,the expansion of market scale,and the improvement of innovation ability brought by the construction of Cross-border E-commerce Comprehensive Pilot Zones are important factors affecting the activity of urban entrepreneurship.Heterogeneity analysis shows that the promotion effect is more obvious in the regions with high urbanization rate and the central and western regions.Additionally,this policy has a radiating effect on the entrepreneurial activity of neighboring regions.This paper provides an empirical reference for promoting the construction of Cross-border E-commerce Comprehensive Pilot Zones,deepening the reform of new foreign trade forms and exerting its policy dividend of“promoting entrepreneurship”.
