摘要
土地三权分置改革能够实现土地规模化经营,有利于资本将新方法新技术应用于农业生产,发展农业新质生产力和增加农业财富,实现农村经济高质量发展,为农民共同富裕提供财富支持。为维护和保障农村土地集体所有权的完整性排他性和农民的利益,土地三权分置必须深化改革,构建土地资本化为农村集体股份、生产资料资本化为出资经营者股份和农业劳动力资本化为农民股份相结合的农村新型股份制。农村新型股份制是一种能够推进农民共同富裕和农村经济高质量发展的制度安排。
The reform of separating the three rights of land can achieve large-scale land management,which is conducive to capital applying new methods and technologies to agricultural production,developing new agricultural productivity and increasing agricultural wealth,achieving high-quality development of rural economy,and providing wealth support for the common prosperity of farmers.In order to maintain and safeguard the integrity and exclusivity of collective ownership of rural land and the interests of farmers,the separation of land rights and interests must be further reformed,and a new rural shareholding system must be constructed that combines the capitalization of land as rural collective shares,the capitalization of means of production as investor shares,and the capitalization of agricultural labor as farmer shares.The new rural shareholding system is an institutional arrangement that can promote the common prosperity of farmers and the high-quality development of rural economy.
