摘要
使用出口复杂度对中国制造业价值链攀升进行测算,并基于地方政府竞争视角探究对中国制造业价值链攀升的影响机理。在理论分析的基础上,借助2003—2019年中国30个省份的面板数据展开实证研究,研究表明:地方政府竞争阻碍了制造业价值链攀升,通过内生性与稳健性检验后,该结论依旧成立。机制检验表明,地方政府竞争通过阻碍区域创新与加剧市场分割抑制制造业价值链攀升。地方政府竞争对制造业价值链攀升的阻碍作用呈现内陆高于沿海地区、北方高于南方地区的显著差异。地方政府竞争对处在不同分位数处制造业价值链攀升的影响具有显著差异性。进一步研究表明,地方经济增长压力对制造业价值链攀升的影响呈现先促进后抑制的倒“U”型影响。基于以上研究,应转变以经济增长为核心的晋升考核理念,同时打破地方保护的隐形壁垒,推动区域市场整合,加强资源技术合作与交流,助推中国由制造业大国向制造业强国转型。
This paper uses export complexity to measure the value chain climbing of China's manufacturing industry,and explores the influence mechanism of the value chain climbing of China's manufacturing industry from the perspective of local government competition.On the basis of theoretical analysis,an empirical study is carried out with the help of the panel data of 30 provinces in China from 2003 to 2019.The study shows that local government competition hinders the manufacturing value chain climbing,and the conclusion remains valid after endogeneity and robustness tests.The mechanism test shows that local government competition inhibits manufacturing value chain climbing by hindering regional innovation and intensifying market segmentation.The inhibition of local government competition on manufacturing value chain climbing shows a significant regional difference:it is higher in the inland than in the coastal areas and in the north than in the south.The influence of local government competition on manufacturing value chain climbing at different quantiles is significantly different.Further research shows that the impact of local economic growth pressure on the manufacturing value chain climbing displays an inverted"U"effect:first promotion and then inhibition.Based on the above research,it is necessary to change the concept of promotion assessment centered on economic growth,break down the hidden barriers of local protection,promote regional market integration,strengthen resources and technology cooperation and exchange,and boost China's transformation from a manufacturing power to a manufacturing power.
