摘要
2021年7月25日,国家发展改革委、国家能源局发布《关于加快推动新型储能发展的指导意见》,提出探索将电网替代性储能设施成本收益纳入输配电价回收。本文结合现行政策文件及电网运行对新型储能的迫切需要,考虑到目前电力市场体系和竞争程度的有限性,探究将电网侧替代性储能成本纳入输配电价回收的机制,基于替代性储能设施的财务收益与价值效益分析的基础上,分析将电网侧替代性储能成本纳入输配电价回收的合理性,并提出有关电网侧替代性储能成本回收机制的政策建议,以期推动新型储能进一步有效发展。
On July 25, 2021, the National Development and Reform Commission and the National Energy Administration issued the guidance on accelerating the development of new energy storage, proposing to explore the cost-benefit of alternative energy storage facilities of power grid into the recovery of transmission and distribution electricity price. This paper combines the current policy documents and the urgent need of power grid operation for new energy storage, considering the limitations of the current power market system and the degree of competition.This paper studies the mechanism of bringing the grid side alternative energy storage cost into the transmission and distribution electricity price recovery, analyzes the rationality of bringing the grid side alternative energy storage cost into the transmission and distribution electricity price recovery based on the analysis of the financial benefits and value benefits of the alternative energy storage facilities, and puts forward relevant suggestions for the power grid policy suggestions on the cost recovery mechanism of side alternative energy storage, in order to promote the further effective development of new energy storage.
