摘要
将储能资源纳入电力现货市场有助于优化电力系统灵活性配置,促进可再生能源消纳,推动能源革命及低碳化转型。考虑到储能资源具有较好的调频性能,该文主要探讨包含独立储能的现货电能量与调频辅助服务市场出清协调机制。首先,总结当前国内外典型市场中现货电能量与调频辅助服务市场出清协调机制,分析各机制出清流程及定价方法等特点。其次,提出独立储能参与市场的特殊问题及解决思路,包括申报参数的选取、实时市场优化的处理、提供调频辅助服务机会成本的计算等,并给出包含独立储能的现货电能量与调频辅助服务市场顺次出清及联合出清两种机制的数学模型。最后,构建算例,分析对比各机制的实用性和有效性,讨论独立储能对市场电价及购电成本的影响,独立储能参与市场的效益及行为,独立储能申报及出清中相关参数对市场出清结果的影响等。
Incorporating energy storage resources into electricity spot market plays a significant role in optimizing the allocation of power system flexibility,improving the integration of renewable energy,and promoting the energy revolution and decarbonization.With the consideration of the excellent performance in providing regulating ancillary service of energy storage resources,this paper focused on the coordinated mechanism of spot energy market and regulating ancillary service market incorporating energy storage resources.First,existing coordinated mechanism of spot energy market and regulating ancillary service market in typical markets at home and broad were summarized by analyzing the clearing process and pricing methodology.Then,special concerns with regard to the participation of energy storage resources were addressed,including the selection of bidding parameters,the handling of real-time market optimization,and the calculation of opportunity cost in providing regulating ancillary service.Mathematical models for both sequential and joint clearing mechanisms of energy spot market and regulating ancillary service market incorporating independent energy storage resources were provided.Finally,numerical examples were constructed and the feasibility and effectiveness of the proposed mechanisms were analyzed,by discussing the impacts on market price and energy purchase cost of independent energy storage resources,the benefits and behaviors of independent energy storage resources,and impacts on market clearing results of parameters related to bidding and clearing process for independent energy storage resources.
