电力市场改革背景下抽水蓄能电站电价机制研究 被引量:14

摘要 抽水蓄能电站具有调峰、调频、调压等功能,在维护电力系统安全稳定运行、促进清洁能源消纳方面具有重要作用。当前我国处于电力市场改革的过渡时期,现有电价机制使得抽水蓄能电站产生了"重复收费"等问题。本文在分析电力市场改革对现行抽水蓄能电站电价机制与政策影响的基础上,提出了电力市场改革(包括输配电价改革)过渡时期抽水蓄能电站价格机制,即维持按准许成本和合理收益确定抽水蓄能电站准许收入的前提,分市场收入和管制收入两个部分核定准许收入,并相应构建电力市场改革背景下抽水蓄能电站的市场价格体系与管制定价模型。实例计算表明:本文提出的市场价格体系与容量电价组合具有可操作性、合理性和有效性。 Pumped storage power stations have functions such as peak regulation, frequency regulation, and voltage regulation, and play an important role in maintaining the safe and stable operation of the power system and promoting the consumption of clean energy. At present, China is in the transitional period of power market reform. The existing electricity price mechanism has caused problems such as "duplicated charges" for pumped storage power stations. Based on the analysis of the impact of the electricity market reform on the current pumped-storage power plant price mechanism and policy, this paper proposes the price mechanism of pumped-storage power plant in the transitional period of power market reform(including the reform of transmission and distribution prices). That is, to maintain the premise of determining the permitted income of pumped storage power stations based on permitted costs and reasonable income, approve the permitted income in two parts,market income and regulated income, and construct the market price system and regulated pricing of pumped storage power plants in the context of power market reform. model. Finally, this paper proposes that the combination of the market price system and capacity electricity price is maneuverable, reasonable, and effective.
