摘要
中国大学治理研究常在西方大学制度移植和学术话语体系中进行,缺乏将其置于中国政治经济背景与治理环境的考察。中国大学治理不是孤立的组织现象,它既受制于西方学术自治逻辑(学术轨道),也受制于我国政治行政传统(行政轨道),但双重轨道源自不同的观念基础与支配逻辑,必然存在组织冲突和运行紧张等问题。费孝通"双轨政治"分析范式概括了中国社会的制度传统与治理经验,但具有非正式治理特征,而组织分析视角善于解释高校组织现象、结构特征及其行动意义,其分析概念契合现代大学制度的法定性和正式性要求,综合两者可构成中国大学"双轨治理"分析框架。H大学的个案跟踪研究证实,大学双轨治理机制既能强化学术自治空间,又能释放行政激励功能,实现大学行政管理与学术专业决策的相对分离和协调统一。
The research on Chinese university governance is often carried out in the transplantation of Western university system and academic discourse system,which is lack of investigation in China’s political and economic background and governance environment.Chinese university governance is not an isolated organizational phenomenon that is subject not only to the logic of Western academic autonomy(academic track),but also to our country’s political and administrative tradition(administrative track).However,the dual tracks are originated from different conceptual basis and dominant logic,and there must be problems such as organizational conflict and operational tension.Fei Xiaotong’s dual track politics analysis paradigm summarizes the institutional tradition and governance experience of Chinese society,but it has the characteristics of informal governance.The perspective of organizational analysis is good at explaining the organizational phenomena,structural characteristics and action significances of universities and its analytical concept is in line with the legal and formal requirements of modern university system,so as to combine the two to form the two track governance analytical framework of Chinese universities.The case study of a university confirmed that the dual track governance mechanism of university can not only strengthen the academic autonomy space,but also release the administrative incentive function,so as to realize the relative separation and coordination of university administration and academic professional decision-making.
