摘要
美国智库间接影响美国的南海政策。战略与国际研究中心(CSIS)长期关注南海问题,产出了大量研究成果,对美国南海政策的制定产生了一定的影响。通过分析该中心2009年至2022年关于南海问题的成果可以发现,战略与国际研究中心的研究主要集中于解读中国的南海政策、分析中越和中菲南海争端、探讨美中东盟三角关系下的南海问题、为美国制定南海政策提供意见和建议。其研究成果具有较强的前瞻性和预测性及明显的矛盾性,呈现出微观与宏观并重、意识形态性与客观性并存的特点。战略与国际研究中心之所以能产生高质量的研究成果,得益于其在研究独立性、人员流动、研究方法和公众参与方面的制度设计,这些举措对中国国际事务类智库具有一定的借鉴意义。
The Center for Strategic and International Studies which has long focused on the South China Sea( SCS) issue,produces a large number of researches and has exerted a certain influence on the US policy of SCS. Based on the analysis of CSIS’s four kinds of publications on SCS from 2009 to 2022,it can be found that the researches of CSIS focus on the interpretation of China’s SCS policy,the analysis of SCS disputes,the discussion of the SCS issues under the triangular relations between the United States,China and ASEAN,and the provision of opinions and suggestions for the US SCS policy. Its researches with strong foresight and predictability as well as obviously contradiction,show the characteristics of both micro and macro,ideological and objective coexistence. The reason why CSIS can produce high-quality research is due to its institutional design in terms of research independence,personnel mobility,research methods and public participation. These measures have certain reference significance for Chinese think tanks of international affairs.
