“双一流”高校学院学术治理规制的问题与优化路径

摘要 高校学术治理是大学治理体系建设的重要组成部分,学院学术治理制度建设制约着高校治理能力。本研究在全样本覆盖147所“双一流”建设高校学院学术治理最新制度实践的基础上,通过三阶段的深度编码分析,以文本数据从席位结构、委员产生、运行机制、权责范围4个维度诊断其规制现状,揭示隐晦且圈层化的委员席位设定、模糊与形式化的委员产生程序、碎片化与静态化协作运行机制、依附式且虚化的学术权责规定等问题。结果表明,建构学院学术治理的多元协同模式,应重塑优化内外的席位结构,优化委员主体的产生程序,完善监督与文化涵育机制,构建同轨共治的互动体系。 The academic governance of colleges and universities is an important part of the construction of the university governance system.The facultiy-level academic governance affects the overall level of governance of colleges and universities.Based on the practice of covering the latest The faculty-level academic governance system of 147"double first-class"universities,the study diagnoses the current status of its governance regulation from three dimensions of seat structure,member output,operation mechanism,and the scope of authority and responsibility through three-stage in-depth coding analysis with textual data,and reveals the obscure and circled seat setting,ambiguous and formalized member output procedure,fragmented and static collaboration operation mechanism,and dependent and defunct academic governance.It also reveals the dilemmas of obscure and hierarchical membership settings,vague and formalized membership output procedures,fragmented and static collaborative operation mechanisms,and dependent and defunct academic authority and responsibility regulations.In order to construct a multifaceted and synergistic model of The faculty-level academic governance in colleges and universities,we should reshape and optimize the internal and external seat structure,optimize the output procedure of the members,improve the supervision and cultural cultivation mechanism,and construct an interactive system of co-governance.
