摘要
电力需求侧管理(Demand-side Management,DSM)是指电力部门采取行政、经济及技术等综合措施,影响消费者用电行为,实现低成本电力服务所进行的用电管理活动。电力需求响应(Demand Response,DR)与能源效率管理是电力需求侧管理的主要内容。中国DSM发展较晚,还处在初级发展阶段,借鉴主要发达国家的发展经验,对我国DSM工作的推进具有重大意义。本文分析了DSM在美、英、德三个发达国家的实践,从发展DSM的动因、政策法律体系、需求响应模式及能效管理措施几方面作了详细阐述。在参考国外发达国家发展经验的基础上,建议中国首先应加快电力市场化改革步伐,抓紧完善DSM相关法律政策体系与设备标准,同时加大对能源效率管理的支持力度并积极创新DSM商业运作模式。
Power demand-side management(DSM)refer to the power consumption management activity,which is mainly carried out by the power department through administrative,economic and technical measures to influence consumers'electricity consumption behavior.Demand side management can be divided into two aspects:Demand Response(DR)and energy efficiency management.Chinese DSM is still in the primary development stage due to the lag of development time.So it is of great significance to learn from the experience of major developed countries to promote DSM in China.This paper introduces DSM in the US,UK,Germany from the perspectives of DSM development motivation,policy,legal system,demand response mode and energy efficiency management measures.On the basis of reference to the development experience of foreign developed countries,China should first accelerate the reform of the electricity market and improve the DSM related legal system.Second,it should increase support for energy efficiency management and actively innovate the DSM business operation model.
