摘要
电力需求侧管理引入我国已近三十年,但发展效果并不理想,体现在:电力用户响应普遍不足,电网企业积极性不高,电能服务机构作用有限。2014年以来,我国电力需求侧管理外部环境发生了重大变化:国家推动能源革命、经济发展进入新常态、可再生能源和能源互联网快速发展以及新一轮电改启动。本文认为新形势下,我国电力需求侧管理应创新发展思路,应同时使用“无形的手”和“有形的手”,应完善对电力用户的电价政策和奖励政策,在提高对电力用户奖励力度的同时,强化约束性政策,倒逼企业参与电力需求侧管理,提高电力用户信息化水平,鼓励能源服务机构对需求侧管理技术的研发与创新。
Power demand-side management (DSM) has been introduced into China for nearly 30 years, but it nas not been well developed in the country. This is reflected in the following aspects: inadequate response of power users, low enthusiasm of power grid enterprises, and limited role of power service agencies. Since 2014, significant changes have taken place in the external environment of DSM in China: the central government has been enhancing energy revolution, the economic development has entered the new normal, renewable energy and energy internet have been growing rapidly and a new round of electricity market reform has been in progress. This paper argues that under the new situation, innovative concept should be brought into China′s DSM and both "invisible hand" and "visible hand" should be adopted. Policy recommendations include setting new pricing policies and incentive policies for power users, strengthening restrictive policies, forcing enterprises to participate in DSM activities, improving the informatization level of power users, and encouraging energy service institutions to do R&D and innovation in DSM technology.
