摘要
我国校本课程开发政策的出台,主要是针对中央集权课程发展体制造成的课程不适应地方和学校差异性需求的问题;旨在国家主导课程发展体制条件下,通过放权来激发学校课程开发活力,促进学校特色发展和满足学生多样化发展需要。校本课程开发政策在落地过程中存在管理机制欠缺、开发随意、实施不力和实效性不强的问题,原因在于校本课程政策的模糊性、欠缺配套条件和经验总结提炼不够等。我国未来的校本课程开发政策应从中国学校课程发展的实际出发,坚持完善而不是终止;校本课程开发政策的完善应明确学校层级的开发责权利;从三级课程管理走向协同治理;从学校自主开发走向区域、学校协同开发;全面提升学校课程领导力和教师的课程研发力;把自上而下的学校课程顶层设计和自下而上的学校课程行动反思结合起来;根据学生全面个性高质量发展要求规划实施和评价课程。
The introduction of the school-based curriculum development policy in China is mainly aimed at the problem that the curriculum does not meet the needs of local and school differences caused by the centralized curriculum development system.The aim is to stimulate the vitality of school curriculum development,promote the developrment of school characteristics and meet the diverse development needs of students through decentralization under the state-led curriculum development system.In the process of implementing the schoolbased curriculum development policy,there are some problems,such as the lack of management mechanism,random development,ineffective implementation and weak efectiveness.The reason lies in the ambiguity of the school ba sed curriculum policy,the lack of supporting conditions and the insufficient experience summary.The future school-based curiculum development policy in China should proceed from the reality of Chinese school curriculum development and insist on perfection rather than termination.The perfection of the school based curriculum development policy should define the development responsibilities,rights and responsibilities at the school level,develop from thre-level curriculum management to collaborative governance and from independent development of schools to cooperative dewelopment of regions and schools,comprehensively improve the leadership of school curriculum and train school curriculum teachers,combine the toprlevel design of the top-down school curriculum and the bottomrup reflection on school curriculum actions,and plan,implement and evalute courses according to students’overall personality and highrquality development requirements.
