摘要
为实现中心城区保留730万m2里弄住宅的目标,获得令居民满意的更新结果,上海亟需建立容纳社区参与的居住类城市遗产保护与更新方法。文章总结了国内外相关理论与实践,以建国西路620号为例,从社区内部利益矛盾难调解、居民与政府间权责关系不平衡两方面,阐述了保护修缮方案制定中遇到的障碍,提出了建立自主协商机制与参与式规划程序,调整居民与政府收益关系,并明确修缮权责两个重要的策略制定方向,探索了基于社区参与的保护更新方式。
To preserve 7.3 million square meterlane housing in the central city and archive satisfactory renewal results,Shanghai urgently needs to establish a method that integrates communities'participation in the residential historic preservation.This paper summarizes relevant theories and practices and elaborates on two obstacles in the formulation of the conservation and renewal design of No.620 West Jianguo Road,namely the difficulty in the mediation of the conflicts of interests within the community and the imbalance of the duty and power between the state and residents.Then it proposes two important orientations for the strategy-making,including the establishment of autonomous negotiating mechanisms and participatory planning procedures,the adjustment of benefits-relations,and clarification of power and duties between the residents and the government.
