摘要
市场经济的发展,依法行政的真正实现都要求在公众关心和有关公众切身利益的活动中有公众的参与。公众对城市规划的参与权是宪法赋予的。本文通过中外对比指出公众参与是《城市规划法》不可或缺的重要内容,必须完善我国城市规划法规当中有关公众参与的内容。
The public is entitled by constitutionwith rights of participation in urban planning. Publicparticipation is necessary in the whole administra-tion process wherever public interests are involved,and whatever is of public concern. Through compari-son between China and other countries this paperrenders that public participation is an indispensablepart of urban planning legislation. Accordingly, itpoints out that efforts should be made to completerelevant content about public participation in UrbanPlanning Act Revision.
