摘要
乐安县于2017年开始进行城乡居民医疗保险整合,实现了筹资政策、待遇水平、医保目录等“八统一”,整合后的制度优势初步显现,参保率、保障能力等稳步提升;但仍存在经办能力不足、筹资和待遇缺乏合理调整机制等问题。建议以制定“十四五”规划为契机,以贯彻落实党的十九大和十九届四中全会精神为动力,以推进医保治理现代化为目标,加强医保经办管理能力建设,构建科学合理的城乡居民医保筹资机制。
Le'an county began to integrate urban and rural residents'medical insurance in 2017,realizing the"eight unifi cations"of fi nancing policy,treatment level,medical insurance catalog,etc,.After the integration,the system advantages initially appeared,and the insurance participation rate,security capacity,etc.steadily improved.However,there are still some problems,such as insufficient handling capacity,lack of reasonable adjustment mechanism for financing and treatment.It is suggested that we should take the opportunity of formulating the fourteenth fi ve year plan,implement the spirit of the 19th National Congress of the Communist Party of China and the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China as the driving force,promote the modernization of medical insurance management as the goal,strengthen the construction of medical insurance management capacity,and build a scientifi c and reasonable medical insurance fi nancing mechanism for urban and rural residents.
